Evaluasi Intensitas Kontribusi Komponen Teknologi pada Kawasan Sains dan Teknologi Menggunakan Ordinal Priority Approach

Kawasan Sains Teknologi (KST) atau Science and Technology Park (STP) di Indonesia menghadapi tantangan keterbatasan sumber daya, sehingga memerlukan strategi prioritisasi kapabilitas internal yang tepat sasaran. Penelitian ini bertujuan untuk mengevaluasi dan menetapkan urutan prioritas pengembangan komponen-komponen kapabilitas internal KST berdasarkan pendekatan teknometrik. Kerangka kerja Technology Component System Framework (TCSF) digunakan untuk mengklasifikasikan sistem teknologi KST ke dalam lima komponen (Technoware, Humanware, Inforware, Orgaware, dan Cysnetware). Evaluasi multi-kriteria dilakukan menggunakan metode Ordinal Priority Approach (OPA) berbasis linear programming untuk mengakomodasi 3 unsur pengambilan keputusan termasuk hierarki expert di dalam KST. Hasil pengolahan data menunjukkan bahwa komponen Humanware mendominasi sebagai prioritas utama dengan nilai intensitas kontribusi sebesar 0,4054. Komponen Technoware (0,1874), Orgaware (0,1780), dan Inforware (0,1772) berada pada tingkatan tengah dengan nilai kontribusi relatif seimbang, sementara Cysnetware memiliki tingkat prioritas terendah (0,0520). Temuan ini mengonfirmasi teori siklus hidup organisasi di mana pengembangan human capital harus dibangun sebagai fondasi utama sebelum pemenuhan infrastruktur fisik dan digital. Konfigurasi bobot yang dihasilkan dapat menjadi panduan dan acuan prioritas alokasi sumber daya bagi pengelola KST maupun pembuat kebijakan dalam perencanaan pengembangan kawasan menuju fase operasional penuh.
