Model Pengambilan Keputusan Untuk Analisis Hambatan Manufaktur Berkelanjutan pada Industri Kecil dan Menengah

Industri kecil dan menengah (IKM) memiliki peran strategis dalam perekonomian Indonesia melalui kontribusinya terhadap PDB dan penyerapan tenaga kerja. Namun, meningkatnya tuntutan global terhadap keberlanjutan mendorong IKM untuk menerapkan sustainable manufacturing, yaitu praktik produksi yang efisien, ramah lingkungan, dan bertanggung jawab secara sosial. Implementasi konsep ini belum optimal karena keterbatasan modal, teknologi, kapasitas sumber daya manusia, serta lemahnya dukungan eksternal. Hambatan tersebut saling berkaitan dan membentuk sistem yang kompleks sehingga diperlukan analisis yang menyeluruh untuk menentukan strategi penanganan yang tepat. Penelitian ini bertujuan mengidentifikasi hambatan utama, memetakan hubungan antarhambatan, serta menentukan prioritas penanganannya pada IKM di Kota Padang. Metode yang digunakan adalah Interpretive Structural Modelling (ISM) untuk menganalisis keterkaitan hierarkis antarhambatan, serta Analytical Hierarchy Process (AHP) untuk menentukan bobot prioritasnya. Hasil penelitian mengidentifikasi sepuluh hambatan dalam empat kategori, yaitu manajerial, finansial, teknologi, dan eksternal. Melalui ISM, kurangnya dukungan pemerintah teridentifikasi sebagai akar hambatan, sedangkan lemahnya dukungan manajemen, tingginya biaya investasi awal, dan sulitnya akses pendanaan menjadi hambatan penggerak. Selanjutnya, hasil AHP menunjukkan bahwa hambatan manajerial dan finansial merupakan hambatan paling krusial yang perlu diprioritaskan penanganannya dibanding hambatan eksternal dan teknologi. Temuan ini memberikan dasar strategis bagi pelaku IKM dan pemangku kepentingan dalam merumuskan langkah percepatan implementasi manufaktur berkelanjutan.
