Abstract

Penelitian ini dilatarbelakangi oleh pentingnya penerapan Ship Security Plan dalam implementasi ISPS Code untuk menjaga keamanan kapal, awak kapal, muatan, dan kelancaran operasional pelayaran. MV. Meratus Project 1 sebagai kapal general cargo dengan muatan loose cargo berupa fabrikasi baja beroperasi pada rute domestik antara Jetty PT. IHI POWER SERVICE Serang, Banten dan Jetty PT. AMMAN MINERAL International Tbk Benete, Sumbawa. Mulai tanggal 29 Juli 2024 – 29 Juli 2025 praktik laut, kapal beroperasi pada security level 1 dan tidak mengalami ancaman keamanan dan kendala, namun tetap melaksanakan prosedur keamanan serta drill secara konsisten. Penelitian ini bertujuan untuk menganalisis prosedur pelaksanaan Ship Security Plan dalam implementasi ISPS Code di kapal serta Penelitian ini menggunakan metode kualitatif dengan teknik pengumpulan data berupa observasi, wawancara, dan dokumentasi. Wawancara dilakukan dengan Chief Officer sebagai perwakilan crew deck dan Masinis 1 sebagai perwakilan crew engine. Data yang diperoleh kemudian dianalisis secara deskriptif dan diperkuat dengan triangulasi regulasi internasional dan nasional terkait keamanan kapal. Hasil penelitian menunjukkan bahwa prosedur pelaksanaan Ship Security Plan di MV. Meratus Project 1 telah berjalan dengan baik, konsisten, dan bersifat preventif melalui pengawasan akses ke kapal, pengamanan area terbatas, pengawasan muatan dan ship’s stores, serta pelaksanaan drill keamanan. di kapal MV.Meratus Project 1, prosedur keamanan juga berjalan normal dan stabil sesuai security level 1 melalui pengendalian akses, pengawasan kegiatan operasional, dan koordinasi keamanan pada antarmuka kapal-pelabuhan. Dengan demikian, penerapan Ship Security Plan di MV. Meratus Project 1 telah mendukung implementasi ISPS Code secara baik dalam menjaga stabilitas keamanan kapal dan kelancaran operasional pelayaran.
