PT PLN Nusantara Power’s Pandan Generation Unit (UP Pandan) manages various Hydropower Plants (PLTA) and Mini-Hydropower Plants (PLTMH) distributed across ten regencies in North Sumatra Province. Ensuring the availability of spare parts for maintenance activities is crucial for maintaining the continuity of the electrical system. However, the dispersed nature of these power plants presents challenges regarding distribution distances, travel risks, transit times, and logistics costs. These complexities are compounded by a storage structure split between a central warehouse and stock points at individual generation units. Establishing a sub-warehouse offers a potential solution to minimize distance, time, risk, and cost through strategic location selection. This study aims to determine the optimal sub-warehouse location by evaluating criteria such as distance, travel time, transportation costs, and risk, utilizing the Analytic Hierarchy Process (AHP) and Goal Programming (GP) methods. AHP results indicate that risk is the highest-priority criterion (0.67427 or 67.43%), followed by distance from the central warehouse (0.12602 or 12.60%), transportation costs (0.12099 or 12.10%), and travel time (0.07871 or 7.87%). These weights were subsequently integrated into a GP model to evaluate three potential locations. The optimization results identified the Renun Hydropower Plant (X₂) as the best location for the sub-warehouse. Sensitivity analysis, involving a ±20% variation in risk weights, confirmed that the results remained consistent and feasible. Consequently, the Renun Hydropower Plant can effectively support the central warehouse in distributing spare parts to the dispersed power plants, thereby enhancing the reliability of maintenance and operational services across all managed generation units.
