Model Intergrasi AHP-COPRAS dan Clustering Untuk Analisis Penugasan

Abstract

Transisi energi nasional menuntut transformasi kompetensi SDM PLN, khususnya pada proyek strategis PLTS Terapung Cirata. Penelitian ini mengembangkan model penugasan terintegrasi yang menggabungkan Analisis Gap Kompetensi (AGK), Analytic Hierarchy Process (AHP), Complex Proportional Assessment (COPRAS), K-Means Clustering, dan Canonical Variate Analysis (CVA). Data dikumpulkan dari 55 responden karyawan dan 4 pakar melalui expert judgment. Hasil menunjukkan defisit terbesar pada Safety Management System/SMS (gap 2,145) dan Environmental Impact Assessment/EIA (2,091), yang secara fundamental disebabkan oleh pergeseran DNA operasional dari pembangkit konvensional ke lingkungan akuatik. Agregasi AHP menghasilkan bobot konsisten (CR = 0,0016) dengan dominasi Sertifikasi EBT (0,358). COPRAS, yang diunggulkan dalam menangani kriteria cost dibandingkan metode kompromi lain, mengidentifikasi K-08 dan K-36 sebagai talenta puncak. Segmentasi k-means menghasilkan tiga klaster yang diterjemahkan menjadi strategi penugasan diferensial: fast-track (6 orang), bridging (36 orang), dan reskilling (13 orang). Validasi CVA (Wilks' Lambda = 0,154, p < 0,001) mengonfirmasi SMS dan EIA sebagai diskriminator utama. Model ini menghasilkan fungsi klasifikasi yang diintegrasikan ke dalam HXMS PLN untuk screening real-time, mendukung transisi energi nasional.
