Improvement Pada Risk Level Proyek Perbaikan Jalan Aspalt Hotmix Menggunakan Metode Hazard Identification Risk Assessment and Risk Control (HIRARC)

Proyek perbaikan jalan aspal hotmix memiliki berbagai potensi bahaya yang dapat menimbulkan risiko terhadap keselamatan dan kesehatan kerja (K3) serta kelancaran pelaksanaan proyek. Penelitian ini bertujuan untuk mengidentifikasi, menilai, dan mengendalikan risiko pada setiap tahapan pekerjaan menggunakan pendekatan Hazard Identification, Risk Assessment, and Risk Control (HIRARC), yang meliputi identifikasi bahaya, penilaian tingkat risiko berdasarkan kemungkinan dan dampak, serta penerapan langkah pengendalian yang sesuai. Hasil penelitian menunjukkan bahwa risiko tinggi banyak ditemukan pada tahap penghamparan dan pemadatan aspal hotmix, terutama akibat paparan suhu tinggi, pergerakan alat berat, dan kondisi lingkungan kerja yang dinamis. Secara keseluruhan, teridentifikasi 25 potensi bahaya dari 10 aktivitas kerja yang menghasilkan 33 risiko, terdiri atas 8 risiko ekstrem (24,24%), 15 risiko tinggi (45,45%), 8 risiko sedang (24,24%), dan 2 risiko rendah (6,06%), yang mencakup risiko fisik, kimia, ergonomi, dan lingkungan. Setelah penerapan pengendalian teknis dan administratif, seperti penggunaan alat pelindung diri, pengaturan zona kerja, dan briefing keselamatan, tidak lagi ditemukan risiko kategori ekstrem dan tinggi, dengan distribusi risiko berubah menjadi 17 risiko sedang (51,51%) dan 16 risiko rendah (48,48%), serta penurunan kumulatif Risk Rating (RR) dari 278 menjadi 103. Kebaruan penelitian ini terletak pada penerapan HIRARC secara sistematis, komprehensif, dan kuantitatif, yang mampu memetakan risiko secara rinci dan membuktikan efektivitas pengendalian K3 pada pekerjaan hotmix yang berisiko tinggi.
