Implementasi Quality of Service (QoS) pada Jaringan Intra Pemerintah
(Studi Kasus: Pada Pemerintah Kabupaten Timor Tengah Selatan )

Merujuk pada Peraturan Presiden No. 95 Tahun 2018 tentang Sistem Pemerintahan Berbasis Elektronik (SPBE), seluruh instansi pemerintah diwajibkan menggunakan Jaringan Intra Pemerintah, termasuk di tingkat kabupaten. Pemerintah Kabupaten Timor Tengah Selatan (TTS) telah membangun jaringan intra pemerintah di 37 lokasi. Penelitian ini bertujuan mengevaluasi kualitas jaringan tersebut menggunakan parameter Quality of Service (QoS) melalui pendekatan metode TIPHON. Dengan mengadopsi metodologi PPDIOO (Prepare, Plan, Design, Implement, Operate, Optimize), dilakukan redesain topologi jaringan dari model ring menjadi hybrid ring-star guna meningkatkan keandalan dan skalabilitas. Implementasi awal dilakukan di lima perangkat daerah, disertai standarisasi perangkat (OLT, ONT, router, switch) dengan spesifikasi tinggi. Hasil pengujian menunjukkan peningkatan signifikan, dengan throughput rata-rata mencapai 2.118 kbps (naik 120%), packet loss 1%, delay 118 ms, dan jitter 26 ms, yang dikategorikan “memuaskan”. Studi ini membuktikan bahwa pendekatan sistematis PPDIOO efektif dalam mengoptimalkan jaringan intra pemerintah. Rekomendasi mencakup perluasan implementasi ke seluruh lokasi, penerapan manajemen bandwidth berbasis kebutuhan, serta pemantauan jaringan secara real-time menggunakan tools seperti PRTG atau NetFlow.
