Evaluasi Kebijakan Pemesanan Material Menggunakan Metode Min–Max Inventory Dengan Kendala Kapasitas Gudang: Pendekatan Eksperimental

Abstract

Tingginya stockout, rendahnya fill rate, dan ketidakefisienan utilisasi gudang merupakan permasalahan utama dalam sistem logistik material PT PLN (Persero) UP3 Teluk Naga. Penelitian ini mengevaluasi kebijakan Min–Max Inventory berbasis kapasitas gudang dengan mengintegrasikan klasifikasi ABC, karakteristik permintaan ADI–CV², karakteristik fisik material, serta kapasitas tiga tipe gudang. Eksperimentasi numerik dilakukan menggunakan data pemakaian, pemesanan, lead time, dimensi material, dan kapasitas gudang periode 2022–2024 dalam 10 skenario kebijakan. Hasil penelitian menunjukkan bahwa Skenario 10, dengan target cycle service level sebesar 96% untuk kelas A, 94% untuk kelas B, dan 90% untuk kelas C, mampu menurunkan total inventory cost sebesar 26,19%, jumlah stockout sebesar 95,36%, dan frekuensi stockout sebesar 78,72%, serta meningkatkan fill rate dari 87,79% menjadi 98,85%. Pada kondisi persediaan maksimum sebagai worst-case scenario, utilisasi gudang tertutup dan semi terbuka masing-masing mencapai 99,92% dan 95,18%, sedangkan utilisasi gudang terbuka menurun dari 661,11% menjadi 56,34%. Hasil ini menunjukkan bahwa integrasi kebijakan persediaan, karakteristik permintaan, dan strategi penempatan material dapat meningkatkan kinerja persediaan meskipun dihadapkan pada keterbatasan kapasitas gudang.
